Review
A reviewer checks trail/date plausibility, evidence status, privacy mode, and officialness wording.
Issue
The certificate is issued only after the checklist passes. The PDF hash, metadata hash, and signature are stored.
Public verification
The public `/v/{certificateId}` page shows safe certificate metadata, status, fingerprint, signature state, and event history.
